So this mod here - Vault 69 - I never applied.

No mod author edited the access - so the underground was not accessible for an active game.

So there was also no possibility to use it as background for my blog story.

I then used a mod - which modifies the starting bunker ... and adjusted everything accordingly.

Sadly i am not a modder but if you could put a "Workshop" crafting bench in there then it could be used as a settlement.   I tried to use the craft anywhere mod and it sort of worked but i had to be in crafting mode from my closest settlement and kept getting attacked trying to move vendor tables to the location and died...
