Help with Static Portraits?

I am trying to create static portraits for a culture but I am a bit confused on some of the finer details, I'm pretty sure I am stuck on what to do with the event file, as I have the gfx, I know what to do with the traits, but I'm stuck beyond that.

Is there a guide somewhere that may help or something?
