Creatures 'resetting' non-stop. Breaking Lovers Functions.

So I've got no idea what's going wrong here, reinstalled everything on a fresh install of Oblivion and just like my last attempt, at some point the creatures will all start to judder, playing part of an animation before resetting back to the start of their animation. Gone through the forums, checked my load order, It seems (Cursed word) sane enough but I'm an idiot so you never know. This is almost guaranteed when I fast travel but just moving from one cell to another often enough seems to trigger it.

 

I don't suppose anyone has ever dealt with this kind of issue before? And even better if someone has, could they explain what's breaking things so I can better avoid it again? Knowing how to fix it is one thing but knowing how to not do it again would be better. <.=.<

 

Oh, and if I attempt to do anything lovers related I get an error, using one of the mutts from the docks for example.
