Glibness while being arrested idea?

So I was being annoyed at being arrested for a 40 coin bounty (not even sure what I did wrong) when I realized that there is a serious lack of just talking yourself _all_ the way out of your charges.

 

Not bribing the guards, but actually being glib and quick enough to convince the guards that it wasn't you, that it was actually a vampire that just convinced them that thought it was you.

 

Or that you were mind controlled. Or a Deadra made you do it. 

 

Or other, silly inane ideas. 

 

Is this a very hard idea to implement?
