What is up with the weather in this game

It seems like 50-60% of the time there is such dense fog and/or such heavy rain you cant see the area around you.

Hard to play the game if you are supposed to be finding someone and you could walk 20 yards away form them and not notice.

 

IN the glowing sea this was especially bad.

had to go into cheat mode every 2-4 minutes to set weather to clear to find anything.

 

One should have to play the game like this.

 

Is the vanilla game like this too or did one of the collections I downloaded made made the weather worse?

Most likely it was a weather mod you downloaded; vanilla weather typically does not include that much fog at any point in time except in far harbor.  Some settings for Vivid Weather especially could do what you are describing, I'd check to see if you have that mod installed.

I do have vivid weather.

I turned it off.

The fogs are not so strong now but the blinding rains are still there.
