This is what I know about the update status of mods.

Even without actually updating the mod files, if the author updated the what is/are written on the download page, it will say the mod is updated.

As far as I know, that is bug if this entire site.

While this used to be true, but it's not anymore. An "Edit details silently" option has been made available for quite a while now, to remedy this exact problem, as its sole purpose is to be used to update posts without needlessly bumping and marking them as "updated". TBH, it's hard to claim ignorance of "not noticing" it too, as it is right next to the other Edit button. Literally can't miss it.
