Are the piles of dlcs nessary for most mods?

Not necessarily.

 

However, there are mods which have specific content for specific DLCs, so you may need to delete what you don't need/install only the one covering the DLCs you own.

 

For example, Lifetime Aspirations by ky-e, updated by NeedCoffee4That, , contains separate files for separate DLCs. I didn't read the instructions properly and the mod was generating an exception.
