I am currently working on an outfit, its kind of my first mod, so I don't have much of a clue how to proceed from Blender to actually in Fallout I appreciate anyone who would be willing to help. Honestly I am also not above compensating either if some one would be willing to work on it, if you are Please send me a message.

But in general, the maximum level of features for fo4 is 3d max 2013 (2014, as I was told, is also suitable) and bgs exporter (comes with ck). bgs exporter contains all bethesda tools, gamebryo, havok and allows you to do anything for fo4. 1

As for helping you build the mod, I am not much help as I hardly finish my own. However, if you are interested, there are several videos on YT that will help you, though there are other tools that you will need to know how to operate (nifscope for one, FO4edit to build in world, etc.) so it is not a quick learning experience but one within almost every ones ability.
