Dude, it's not bestiality, werewolves are sentient creatures. This is at the same level of calling sex with vampires necrophilia.

The ingrained notion of bestiality as wrong is a deep seated emotional response, not a philosophical one. It is also found among humans everywhere, regardless of culture. This means it is a human response, not a culturally conditioned one. You will find similar responses to cross-species sex with similar species in most animals.

 

From an evolutionary perspective, disgust toward closely related species is an important speciation mechanism. When a population grow apart from its old species and start forming a new one, one of the first things that happen is that they stop recognizing the mother species as potential sex partners. As an example, we do not actually know for sure if humans and chimpanzees can have viable offspring, because no-one in a position to test it want to. Humans and gorillas are really picky that way, chimpanzees are a but less restrained, which may explain why the formation of the human line appears to have been a drawn out affair (see Patterson & al, 2006).

 

When it comes to Sims 4 and werewolves, the werewolves come across as hyper-masculinized humans rather than some other species. They are grumpier, taller, broader and more hairy and with heavier jaws and larger chain teeth. Despite this they are bipedal and obviously human anatomically This should put wohooing werewolves in the kinky category rather than triggering the deeply ingrained cross species sex response.

It has been entirely possible to wohoo ordinary sims in werewolf form from the release of the pack, so the devs themselves already answered what is OK or not themselves.

Some of you guys know how to make than the werewolf can get the sexual autonomy? They Only hace sex in human mode but don't in a werewolf way. Can you guys fix It? Thanks

There's a couple of creators that have made both phaluses and vaginas for werewolves. I personally use Noir's pack "Werewolves in the wild":
