Diary of Mine - Can't complete quest

I'm using Diary of Mine for the first time and am trying to go through the quest line.  I especially need to do this as I can't seem to set up a slave camp without finding the Restless Hunter tavern/inn.   

 

I have become a thane in Falkrreath.  I agreed to capture bandits.  I went to the mines and talked to the mine manager.  I went to the city and got slave collars.  I have captured a number of bad people, including bandits and Forsworn.   It shows I have done so in the quest log.   I turn everyone in at the mine.  I get paid.   It doesn't say I've finished the quest.  Do I have to do it so many times?   

 

Or.... if someone can tell me where the Restless Hunter is, I can find that and skip the questline.

First of: Diary of mine has nothing to do with restless Hunter, it's Home Sweet Home. Everything you are writing is from Home Sweet home.
