Modding Fallout?

Okay i went out on a limb and bought new vages ultimate edition what im wondering is if modding for fallout is similar to modding for skyrim?

 

Meaning i obviously make the model in 3d modeling program texture then? Nifscope or do i have to learn a whole new system?

It's pretty much the same, the only main differences is how mods are scripted and how the skeletons and animations work.
