Trying to setup identical skyrim modding situation on new computer, unusual difficulties

I am currently trying to recreate my skyrim setup on a new machine. The two machine are near identical in specs. I'm installing mostly the same mods (Fewer mods actually) and have all the essential crash fixes etc. installed. Yet, I keep getting regular CTD as well as a warning about SKSE mem patch not working.

 

Now, I know I can disable the messages in the crashfix.ini but isn't that just ignoring the problem?

I already made sure my SKSE.ini looks like this:

I am working with a brand new save file since this is a new setup, so there is no need to mention any sort of save file cleaning or fresh save etc. In theory everything should be new and I borrowed several ini's from my old setup, which I wouldn't expect to be an issue because the computers are identical in specs and my setup is near identical, but with fewer mods that I no longer intend to use (mostly armors and weapons I didn't care for).
 
I have merged several mods and am wondering if some of the larger merges could be a problem, since at least one of them is causing crashes on its own. But even absent that merge, I get the SKSE mem patch warning. I want to solve this issue, not ignore it.
 
I have also heard something about a "forcesteamloader" or whatever being added to something, although much of the stuff I googled goes over my head. I don't know where to put this or how it helps. But if it does not solve the memory issue, I don't want it.
 
I tend to keep my settings close to vanilla.
 
I have ENB installed but settings are close to vanilla and look pretty good. Game plays for a few minutes, seemingly fully functional until a CTD. So I'm assuming "memory" is my last major hurdle before I can play again.
 
The problem is I have tried everything I can think of.
 
 
Using MO2. Playing LE with all DLC and USLEEP. Etc.

Most merges are just weapons, armors, or textures like eyes. The spell merge worked with the previous setup without any issues and doesn't appear to cause crashes in this version.

I want SKSE memory patch to be active. I don't just want to turn the warning off.

 

Plus I tried setting WarnSKSEMemoryPatch =0. That doesn't solve my crashing, it just gets rid of the warning. I'm more concerned with making the system not crash so i can actually play the game.
