Force walk when out of stamina?

Hello

Anyone know how to set the Carry weight of your PC to 0 when your out of stamina  in creation kit?

Trying to set so my PC is forced to walk when i got no stamina left.  and regain the ability to run once your stamina start to recover.

Or if there are another easier way to do that?

I dont use creation kit that much so still learning.
