Fallout 4 config files & load order

I came back to Fallout 4 after a long break.  The game kept crashing on startup.  I identified two mods that aren't compatible with the current game:

nodotdotdot

Arbitration

Both were causing the game to crash on startup.

I believe I've updated all of my mods to the latest version.  I have all DLCs installed along with the HD Texture Pack.

Are there other mods that I need to avoid?  Do my settings look OK?  I'm concerned that my [Archive] section in Fallout4.ini doesn't contain the DLC files (not sure if it needs to or not).  I am launching the game using f4se_loader.exe.  Thank you for taking a look.  I'm very rusty as I haven't played Fallout 4 since 2016.

Since you are here, avoid fourplay as AAF has assumed primacy.   Be sure to use the adult AAF guide.

Scrap anything breaks precombines and you will have random CTDs.  I kept it and accept the CTDs as just the risk of using that mod, though there may be some others that do the same and are better at not breaking precombines.

As for the settings, i am guessing you are an MO2 user or a manual mod installer.   Your settings are not my settings, nor are the files the same, but I am a Vortex user.
