Character shoots way above crosshair (ini edit doesn't seem to work)

Hello, so after long break from modding skyrim i decided to get back to it. I know that there is some kind of problem that makes my character have lazy eye and shoot way way above crosshair. But whenever i try to change some options in skyrim ini it just doesn't seem to change anything. even when i changed f1PArrowTiltUpAngle to 1000 it still didn't do anything.

It only occures when i stand still in first person. In third, or when i move it seems to work properly.

Question:

 

Do you change your height in RM?

 

My .ini setting for f1PArrowTiltUpAngle is 1.5 as is my f3PArrowTiltUpAngle.

 

Try this: Custom Camera.  It fixes the crosshair, but I've never had an aim issue after that. 

 

Before it was like I'd never seen a bow, and fired it wildly...lol
