FPS Drops every ~30 seconds.

 Basically, game used to run rather smoothly, no FPS drops (Stable 60), aside from areas which get over saturated by particles.
I'm not sure if it was a mod I installed that is the cause, but now, every few seconds the FPS drops to ~30 and some seconds later climbs back up to 60, seems to be periodical. I've tried running fresh save, sorting load order etc, but so far haven't found the cause.
Posting my Load Order and Plugin list bellow, along with a papyrus.log, if anyone has any ideas, help would be appreciated.

Probably one of the mods you installed lately. Tried removing them and load a save before that? 

Have to ask, but is your load order the exact same as when you started? Changing it mid game can fuck up your game.

My Vortex is retarded especially its loot mode. So i use the actual Loot to sort and stopped installing mods mid game.

How big is your save file?

The last ones I installed were DAR (Dynamic Animation Replacer) and COTR (Charmers of the Reach), which both doesn't seem to change anything in that regard, tried removing them and same situation. I sorted my load order, and tried a new fresh same, but still the same thing. Didn't install new mods beyond that. Saves are 5mb big atm.
Edit: I think the cause is SLIF "Scanner". I'll test it for a bit.

did you figure out if that's what was causing the problem? having a similar issue (sorry for the necro)

Yep, turned out to be the scanner, not sure why, guess I had too many updates at once.
