I recommending looking up youtube tutorials. Start with getting SKSE, Votrex, and LOOT. I also recommend ENB for more stable graphics. Be sure to correctly install  each correctly before anything else.

Hello, I would like to learn how to modify in skyrim. But I'm not quite sure how to do it or what tools to use. What would you recommend?

There are several good youtubers that have tutorials.  If you're going to be spending a lot of hours watching someone, a compatible personality is a must, so search around for someone who has posted a lot and presents it ini a way that you can follow.  My favorite is Darkfox, but there are many, many options.

The Creation Kit site has a tutorial walkthrough for creating a quest and making many things that would be needed for it.

Always look for second and third opinions on things in this community.  Lots of people are armed with wildly out of date information that was possibly never correct to start with.

Vortex is one of many options.  Mod creators benefit from a mod manager that does file virtualization.  Vortex is one.  Mod Organizer 2 is another.

ENB has a component called ENBoost.exe which improves memory allocation on the 2012/Legendary Edition version of the game.  It has nothing to do with mod creation.

It also gains the attention of others more qualified then me. I am totally not covering my mistake.

Fair enough and kudos for owning it.
