[IDEA] Gag mod when shouting in cities?

I'd love somebody to tell me that this exists or that they would want to adopt the idea. Basically, I'd love to have a mod where the guards will gag you if you shout too often in cities, rather than warning you or telling you to stop. Maybe the gags can get crazier on repeated offense. An inflatable gag that inflates again as soon as you try to shout and cannot be removed unless deflated. Stuff like that.
