The Jarl is a firm defender of the droit du seigneur, his god-earned right to sleep first with any woman in his kingdom, the full half year before she is wed. Besides spreading his seed, the first born, his bastard, will eventually inherit everything including the best chances in life. Sadly the Jarl cannot sleep with all and every wench, there simply are too many and there is too little time. He has to make choices, and for this he needs to be well informed.

The Jarl has imposed certain rules to make the most desirable wenches low hanging fruit. Wenches need to sleep in rooms without doors, semi-transparent bed sheets. In his lands, skimpy clothes are affordable, but anything that covers more than just a nipple comes with a hefty tax. Patching clothes is obviously strictly forbidden. Besides these rules to prevent wenches their privacy, any guard is rewarded well for scouting out those to the Jarl's liking.

 

The Jarl has made it clear: there is this requirement, a mod, for Skyrim and all of its beautiful wenches.

 You can probably get this result by combining existing mod functionality.

In fact a big portion of it can be covered by SL survival alone (lincences system). From there its a question of content. Technicly something like SSX can make a rule that will make Jarls try to constantly copulate, with special interest in PC. If there is supposed to be some story and events to it - well, that part isnt there.
