Maybe after reinstalling XPMSE after realising I needed The Joy of Perspective installed first (I thought).
Have tried reinstalling all mods that overwrite XPMSE
Could have been after Faster HDT-SMP - have tried disabling and reinstalling.

Now when I run FNIS I get ERROR(76): Could not find a part of the path 'D:\SteamLibrary\steamapps\common\Skyrim Special Edition\data\tools\GenerateFNIS_for_Users\temporary_logs\DebugData.txt'.
 
After disabling WIndows Defender Realtime Protection:
ERROR(76): Could not find a part of the path 'D:\SteamLibrary\steamapps\common\Skyrim Special Edition\data\meshes\actors\character\behaviors\idlebehavior.hkx'.

According to this thread you may also have to disable

What finally worked is that I went into the FNIS folder MO2 installs all the mods in and copied the tools folder which has GenerateFNIS_for_Users.  I then placed just that tools folder in my DATA folder for Skyrim Special Edition.   

 

No more Error 76.

 

This fixed the path problem.  Technically there are 2 'tools' folders but I am using the executable attached to MO2 and I never touch the 'tools' folder in the data path.   I launch The executable from MO2.

So you end up with a duplicate 'Tools' folder in the Skyrim/Data/blahblah file tree, and actually USE the other one in the MO2/mods/blahblah file tree
