Decrease heel height

 What type of heels? NIOverride ones have a corresponding line in .nif file. Nifscope can do that. Obviously visual height has nothing to do with effect stregnth, so you'll probably get clipping unless you edit mesh as well, but disregarding that - editing one line in .nif is all you need to do.

 If heels are HDT - honestly, not sure. Id say scrap that system, wonky as it is, and set height you need in the process. Here is a neat guide on how to:
