I know the mod is on because I got in trouble with the law and the sex thing appeared but I didn't have enough personality or whatever to initiate it. But how do I start it with a random person? Sorry if this seems like a noob question but help would be greatly appreciated.

I'm not running F&L so I'm not sure about the exact wording, but there should be something along the lines of "I need to talk to you..." or "Wanna have sex?" If they fancy you (high disposition) you can then have them follow you to a remote area (no other NPCs nearby/in the line of sight) and do the tango.
