Deviously Cursed loot..

Ive been having this problem with both LE&SE Of skyrim. i either have 100% chance to have a cursed trap, or 0%, Or it traps once at the start of the game and itll never trap again. 

 

The mods work fine through the menu, and solicitation etc all work, Just cursed loot... wont trigger. not sure why. i crank everything to 100%.. wait a little.. go on a looting spree.. debug says its got 100% chance of triggering cursed loot.. yet.. nothing

 

All the assets are built using Bodyslide, and Finis gets run 2/3 times before every skyrim launch. Most of my mods are just weapons. and a couple armor re-works and a texturepack.
