Helmet with wigs

So Apachii SkyHair both LE and SE has a standalone mod called Helmet Wigs Apachii. This applies wigs which will show even under helmets, but it is only for the player character.
I remember clearly from my early days modding skyrim in 2013 that there was a mod that attaches the wigs to every vanilla helmets worn by female, basically acting as a replacer to vanilla helmets. Does anybody know the mod, what is it called, where it is, or even better a mod that does that same thing for skyrim SE? Thanks.

Distribute any items you want to any NPCs you want. Comes with SSEdit plugin, wich makes it almost user-friendly.

That said - in SSE one can have stright up SMP hair on NPCs, without bothering with wigs. Might be applicable to LE too, im not following it too much.

 As for are there any mass overhauls that would do so - not sure, havent seen anything id like to use, anyway.

Ooh okay that is one way to do it, so i've tried the script but i'm kinda stumped, i left everything unfilled in the popup except gender (f), item count (1) and chance. Let's say i have 5 hairstyles i want to distribute, does that mean i assign 20% chance or still 100% to make sure every female gets it?
