Honestly not really. Beside his mod who instantly bind when you enter town I only know pw devious guard but they don't do that either they will bind you from time to time but not instantly 

Then naked dungeon will bind you when you enter a dongeon which is a small part of city bondage. It's not that I want to preach for his mod it's just that quite frankly I don't know what mod you could have seen that I haven't try.
