Question for those of you out there working with animations and model creation for animations

I have a question for you guys.  Lets say I wanted to commission someone to create a new animated object that could be used with AAF in FO4.  Something like wall mounted bondage that I could plug an NPC into and the animated parts of the bondage device would interact with the NPC.  The model would have to have a skeleton so it could be deformed during the animation.  Does anyone have a list of creators that would be willing to work on that commission?
