I believe its Glow from KS hairdos. Dint999 made an SMP enabled version, if you're interested.

yeah, I've seen it my games and think it's in KS Hairdos SMP. 

 

The version in the picture, as @nilead points out, is the normal, non-physics KS Hairdos.  The Physics version should not clip into the chest once you start the game.  (It will in character creation screen for large breasts, but should not once you start the game and physics starts).
