NPC's with unique bodies

I know there are a couple of mods that allow you to apply unique meshes and textures  to the PC but are there any mods that allow you to do the same to NPCs ?

Yes it is called Everybody's Different and it comes with a patcher distributing your meshes to every NPC using pre-rendered bodyslide bodies, it works only for CBBE unless you want to make the bodies yourself using bodyslide UNP.
