Can raider settlement function without vassals using slavery modsi

Raiders by themselves won't produce anything but i don't like losing control with vassel states ether so is it possible to just replace the entire vassal setlements system  with a slavery mod like human resource and or the one in mcg? Making it so i can earn caps keep my raiders happy while turning all settlements into raiding outposts?

You can use Human Resources to turn slaves into income producing prostitutes at your settlements. Highly recommend.
