[Quests] Question regarding parallel Scenes for NPC

I m just starting to dig into how scenes, packages and stuff work.

 

I have 1 quest that starts a Whipping Scene (as SCENE with 2 packages)

- I duplicated the quest and the scene AND the packages

 

But when I run them at the same time, the whipping scenes do NOT play at the same time but wait till scene 1 is finished and then start scene 2.

 

This confuses me a bit, since I thought I seperated them 100%.

 

Any advise why this happens and how to fix it?

My ideas:

 

1 - There can be only 1 Scene running at the same time, no matter if the quests are different?
2 - there is something in the Scene or Package Entries in the ESP that I forgot to change?

 

As solution ofc I can think of adding more NPC to the same scene, but that is impractical for me for several reasons (I would prefer having seperate quests and scenes but the ability to run them at the same time).

 

If that is not possible, well, then I have to do it differently.

Hope this is not too confusing.
