Missing races?

I had taken a hiatus from oblivion for some time, and I felt that Skyrim didn't look up to my expectations or anything, I decided to go back to Oblivion that I love.

 

Problem is I have lost most of my knowledge about certain mods.

I have read up on all tutorials and re-installed Oblivion several times.

But I for instance can't get this race to show up like I had a year ago when I played with these mods. Is Xeo5 necessary?

 

Here is what I want.

Also even though I have Face Texture pack, some don't look really that good. You can see the texture clipping or some races look old.

I don't have any graphic mods, like shaders etc.
