....and the ladies have "stuck nipps" aka in a standing possition, as they shift from side to side, their nipps stay locked in a static possition.

 

I guess my Q is, where/how did I screw this up?

that looks like the options for jiggle physics got a bit messed up. did the installer have options for it and you clicked the wrong one? I have not updated to the newest FG yet.

I can't quite tell, but is the character wearing shoes in that pic?  If so, what happens if you take them off

 

(shoes can be slot 33 torso which can contain the body, so might need to re-run bodyslide if that's the case.)
