Tsukushi can't malfunction?

Why can Nanami and Luna malfunction, but not Tsukushi?

 

I open Photo Mode, and no Black Fan.

 

I saw Guests malfunction both Nanami and Luna, but I can't do it to Tsukushi.

I need four Tsukushi / Luna SSRs AND the Black Fan just for the malfunction? Really?

 

I thought the Black Fan by itself did the malfunction...

four the same SSR for that one girl (with fee exeptions) or 4 skill avakening stones, but yeah it sucks

and the black fan is needed to activet malfunction where ever you want, but you can set on/off it in girls costume change screen
