Looking for mods that edit npc's race and appearance without making them followers ?

Just use FO4Edit and make a patch.

Search the FormID 9A680, right click Copy as override into>New file name your patch>exit

Load the patch and the race mod you want to use and change her race (RNAM - Race) to that of the race mod. Enable the patch, load the game.....

 

You'll also want to change her looks. Maybe copy the records from one of the NPC's in the race mod.
