Completely Undressing Isn't Working

Recently I've been experiencing my sims keeping their clothes on and when I tell them to completely undress, it doesn't happen. I have auto undressing on in the settings. I have to click undress outfit and then undress bottom. If I undress outfit and then completely undress, they will put the outfit back on.

I have this issue when I have a combination of body frame and genitalia. For example, I have this problem with males with a feminine frame and a vagina. I think it has to do with having a WW body part not being fully compatible with the gender/sex combination you are using.

My regular sims are doing this. Like my male sims with their proper genitalia and vice versa

Is it random clothes or outfits you set in CAS? I wonder if it has to do with the nudity settings in WW.

If it helps anyone, my workaround is to use the Action Tab when the animation is loaded.  It's tedious, but if I select "undress top" that removes the item.  Then select "Undress bottom" and remove that item.   If the sim is wearing underwear, may have to select the undress tab for the bra, panties, or briefs as well.

I'm having the same problem with a trans sim. He has a feminine frame and a vagina and he used to undress just fine. But recently when he undresses, instead it just switches between random pants. This does not happen for any of my other sims. Also the better body feature is completely missing in CAS while for other sims it shows up. I don't know if that's related or not. Also each time I pass through a loading screen, my trans sim's hips get maxed out wide, and its super dysphoric. 
Any suggestions? I've already deleted cache and reinstalled all my mods one by one. I think it has to do with wicked whims but I'm not sure.
