Modify clothes

I Wish to modify a pre-existent skirt, more precisely I wish to make It lifted up.

Is there a tool that allows me to do that?

Blender to edit the  mesh (3d model) and a lot of practice / experience.
Of all addons, clothes are probably the hardest to produce.

 

I understand that there is some documentation on this subject over at the Klub Exite site (ive never been there so i cant confirm)
Someone like Berger knows how to do it, perhaps you can ask him while you are there.
