Direct Spell Progression (vanilla spells)

I'm looking for a mod or if there isn't one and the idea is interesting enough that someone could make it, where the spell progression within schools in the game is changed to where if you learn a spell and go to learn the direct improved version of that spell it replaces it.

 

E.g Flames>Firebolt>Fireball>incinerate>Firestorm. I'd prefer for immersion/balancing that you have to start from the novice version of a spell and can't jump from novice to expert etc, maybe to go even further have them be level gated.

 

As time goes on in the game your spell book gets cluttered with spells you picked up at a low level that become useless as you already have the best variant of stoneskin or reanimate body and you're left with removing with console or using a mod like "Forget spells" like I saw today on the nexus when it gets too much. I feel like this could be a much better way of doing it, plus adds a bit more strategy with thinking on which spells you want to leave at what level rather than maxing them all.
