As I can only bows, another one.

 

deep freeze the clothing of a NPC and makes them stagger to burst the frozen clothes off.

Use Arrows provided with bow.

 

Succeed depends on a couple of conditions.

target disposition  (fighting resist more, sleeping resist less, sneaking higher success).

Target health

 

Can be crafted at forge

I like the concept and the ice explosion effect, but would love to see it as a poison effect so is used by any weapon as a strategy to remove the opponents armor at the beginning of a fight.

Will check to make it enchantable. So any weapon can have the effect.
