Not sure, but I think it will work if they also take a bath.

Then it should come up as an option when you click on your Sim while bathing.

I will check I always have that shit like crabs and stuff disabled in WW, so it's been a while. But I'm pretty sure that if you open your Sim's personal inventory while bathing or showering, and use the shampoo (I *think* right click?) then it will activate it.
