Is there an MCM translation tool?

I would like to translate the MCM of a mod.

Many mods have a xxx_english.txt that you can easily translate and rename. The mod I want to translate the MCM but only has a MCM.pex file and I do not want to mess around in it.

So my question, is there a tool with which you can easily create a translation .txt for a mod?
