A strange multicolor texture on skin

Recently an odd effect started appearing on the skin, either the body, hands or both. Before it randomly came and went during animations, but now after restarting the game it's stayed. It also appears in saves from when I hadn't seen it yet.

What were the last mods you installed, before this started happening and did one include a new Skin Texture?

(Textures and Mesh replacers rarely have plugins so won't show up in a load order)
