fallout 4 can't enslave people with human resources.

make the enslavement kit and stick found target, knocked out target , kidnaped target and brought target to red rocket. When I made sure the settlement was clear i put down the target hit with stick and did not enslave, moved settlement and nothing then I tried with two other targets and same result put a slave kit in target inventory and nothing anyone have a fix. the mod is human resources.

when i enslaved those i wanted i knocked them out and then hit them with the baton and it worked i did not kidnap them i just did it all at one time try that.

i can speak with the victim but only punish, rob, make sex or let it go... no other option...

ps: in the DEBUG tab is an option start HR quests... what quests are this....?
