My issue is for example devious devices is installed, but idk how to get any of the devices or how to really use any of the content. Do I need to download like quest mods and or dialog sex mods that use devious devices or what?

Do I need to download like quest mods and or dialog sex mods that use devious devices or what? yes DD gives you just the Items, other mods have to put them into the world like cursed loot for example (With the other features those mods offer of course.). But if you just want the Devices to put on NPC´s get AdditemMenu from nexus. Then you can just search the Inventorys of the Mods you installed. I long since dropt DD from my Modlist but if i remember correctly best way would really be a Mod that uses the devices on its own. For One its more immersive, for two the functionality they offer works better (In my case) then DD alone
