Which mod is doing this?

Female NPC's in my game will get all modest and cover up their breasts with their arms and waddle around whenever they get topless. Normally I wouldn't mind, because it's kindof hot, but the problem is that it's affecting sex animations. Parts of their body will try to stay in that covering-up pose while the rest of them goes along with the other animation, leaving them looking extremely odd.

It Estrus, it's one of the curse animations.

Actually if you are running the latest version of Estrus it is a nude shy setting that you need to turn off for lovers to work correctly.  If I remember right it is the broken armor\nude shy setting under the settings scroll in your inventory.

 

You also need to fix your load order.  NO LOVERS PLUGINS can EVER be under these two:

53 LoversAnimObjectsPriority.esp

Or you risk lovers not working worth a damn.  The only exception to this is 3dorgasm.
