Scaleing head to body ratio

Is there anyway to scale the size of the head in relation to the body. I'm trying to create women of different preportions and heights, but when I scale the whole body using setscale, it looks like a tall stacked women, shrunk down. Or a short stacked women with a shrunken head.

I've added a photo to making it easier to understand what I'm getting at, in terms of height by head lengths, the Nord is about 7 heads tall, the imerial, 6, and the brenton comes in at a little over 5 heads tall.

Depends are you doing this for an npc or for a player character? WIth a PC you can do a bit of it with the race menu mod. If For an NPC, you can modify a skeleton and apply it to a new race that the one NPC uses, but this would require a significant amount of CK Work.

I'm using body by race, I wanted to scale females of various race to have different heights and looks, with say Imperials being short and stacked, while nords being tall, skinny, and top heavy, and orc women being big hipped brick houses. But as I'm looking into it, it looks like they all share the same skeleton. I've had some success with body by race, could I rig different races of female to use a differently scaled skeleton?

Worked with the player character, thanks! Anyone know of any other TBBP skeletons that may have a shorter head to body ratio?

YEs you can, youll have to make a mod using the ck. Once open if you go to the race section there will be a list of all the races. Open the one in question and go to I think body details and make sure you tick the female box. Then you can find a path that has each races skeleton.
