I am a se le modding veteran, I had been modding for years and had some issues that were the result of my stupidity, may be this one is too, whatever I do I cant get scce 3bbb to work properly the whole body works fine but the breast (smp) is always deflated and twitching, I have hdt se, cbbe, smp, xpmsse and I have built amazing body with cbbe oppai in bodyslide, still nothing, someone please help me

Nope, I did not know there was supposed to be an order, If that is the problem then I suppose if I keep the xpmsse ar last kn mo2 then it should be fixed, I'll try and tell you

as a rule of thumb, always install the skele last so nothing overwrites the files

I think I found the problem, I can't change presets, it looks like a prepubescent woman's body with a cups, I have used some of the biggest body presets but still it did not change, the physics work, the weird glitchy chest might be the result of d cup physics on those flat chests, any idea to what maybe causing this?

This is just a guess, but are you building the preset on the right body? Since 3BBB requires the base CBBE, you end up with a bunch of extra bodies in you list in Bodyslide. Check the group "3BBB" and batch build it.
