I would say it looks like something that Melodic might have made but if it is I cannot find it unless it's a patreon only outfit.

Checked ESkyrim's blog without any success either.

I'm inclined to think it isn't an armour but a racemenu overlay called Beauti-Full Clothing Bodypaints ( LE - SE )

 

A few minutes ago I was able to recreate something similar using the cloth overlay, and setting the transparency very low.

 

EDIT: They've updated their twitter with the armour name, even so Beauti-Full Clothing Bodypaints is still a good alternative.
