Really weird problem with Blu-ray burner

Hello, Like the title said I am having an Really weird problem with my Blu-ray burner in Windows.

 

The simple way to explain the problem is that I cannot read Discs unless I boot the PC with an readable disc in it.(with something on it)

 

No Disc = Cannot Read anything

Blank Disc = Cannot Read anything

Data Disc = Can Read

 

Before Boot

while I cannot read discs, I can still write discs and I can still verify them but I still cannot read them in Windows

 

After Boot

I can read and write discs with no problems.

 

 

so I am just wondering if anyone knows what is going on?

(also I am writing this here, for future use)
