Stutter/Lag when turning or spinning around - fixed

Ive had this issue for weeks now. No matter what I do, I cant get rid of the lagging or shuttering (or stutter) when turning around in first person or 3rd. Ive turned off vsync, did everything to my ini's, downloaded tweakers to make sure vsync is turned off and ect and  NOTHING. No matter what I do I cant get rid of this issue. Ive gone back to COMPLETE vanilla and still the issue persist. If anyone knows a solution please let me know, its driving me crazy and ruining the game for me.

(New here but kinda new to modding)

 

If you dont understand my issue I can send a link to a youtube video that shows what my issue looks like.

 

Edit- My drivers are up to date and I meet the recommended requirements for the game. My frames dont drop either they stay at 60 FPS

Yes lool who knows why. Literally the only thing i use is F4SE and thats to launch. I meet the recommended requirements for the game so I have not a clue why im experiencing this

Had this issue once before. How I figured it out was, I lowered my graphics setting to absolute potato. Then loaded up the game and began testing to see if the micro stutter was still present. It was not, which only confused me even more because I have pretty decent hardware. I messed with the settings a little more and found SHADOWS to be the culprit. For some reason shadows were an issue. I lowered my shadows quality and kept everything else at high/ultra and kept motion blur off and it fixed my issue.

 

Might not be a bad idea to turn off vsync in your ini files too. If you have an issue with your framerate, such as being too high (sounds like a positive but I assure you it makes lockpicking impossible) then theres a mod on nexus for an fps fix that keeps your game at 60 FPS.

wow this was actually my issue. thanks. I never would of guess that it was shadow
