Strike that, for anyone else who stumbles here looking for the same information, the minimum is now 10 posts, and there may or may not also be a wait time of either 72 hours to a week. Basically, if you make 10 posts and then wait a week, you should have everything (I think). No mountains to climb, just... don't be a bot.

Okay, as I understand it, you have to post at least twice to be able to change your profile picture.

I was finally able to change the image; if you're a new member, just wait 3 days and it will be available.
